01 — 課題The problem

完成度の高い制度が、"埋める作業"になっていた。A polished system, reduced to paperwork.

前任の外部コンサルが設計した等級・評価制度は、資料としては完成度が高かった。しかし導入から2年で、現場では3つの症状が定着していた。The previous consultants had delivered a polished grading and evaluation design. Two years in, three symptoms had taken hold.

02 — 診断The diagnosis

ボトルネックは、制度ではなかった。The bottleneck wasn't the design.

現場マネージャー40名への1on1ヒアリングで見えたのは、制度そのものではなく、マネージャーの"評価筋力"がボトルネックだという事実でした。設計を作り直しても、同じことが繰り返される——この切り分けが、すべての施策の起点になっています。Forty one-on-ones with front-line managers surfaced the real constraint: not the design, but managerial evaluation muscle. A redesign would simply repeat the cycle — and this diagnosis became the starting point for everything that followed.

03 — 施策What we did

運用を、4つの手で作り直す。Rebuilding the operation, in four moves.

M1可視化Surface現場マネージャー40名への1on1ヒアリングで、ボトルネックの所在を可視化。Forty one-on-ones locate the real bottleneck.
M2会議の再設計Redesign the meeting制度は骨格を残し、評価会議(キャリブレーション)の運用ルールを再設計。Keep the skeleton; rebuild the calibration process around it.
M3経営への接続Connect to the board経営会議に月1回同席し、報酬原資の配分ロジックを取締役会レベルの意思決定に接続。Monthly presence in management meetings ties allocation to board-level decisions.
